住民の意見を聞く場を設けただけで、参加が実現したと考えるのは早計だ。平日の昼間にしか開かれない会合では、出席できる人が限られる。さらに、案がほぼ固まってから意見を求めても、変更できる範囲が狭ければ参加は形式にとどまりかねない。誰が発言できるかに加え、その発言がどの判断に影響し得るのかを明らかにする必要がある。参加の質は、会合の回数だけでは測れない。
Reading & meaning
Holding consultation meetings does not by itself create participation. Weekday daytime meetings exclude some people; consultation after plans are fixed may have little effect. We need clarity about both who can speak and which decisions their input can influence. Meeting counts alone cannot measure quality.
