Obligation and no necessity

Remove い from ない and add ければなりません to express must: 行かない→行かなければなりません. ない→なくてもいい means do not have to. It gives freedom not to act, unlike てはいけません, which forbids acting. The shorter なければいけません expresses the same obligation.
